Redo options panel as a tree instead of a massive scrolling thing, and prepare data structures to let plugins/etc add their own options code.

Move some shared data out of the addon table into a 'gui' state table in preparation for more of the same. Clean some cruft out of the default itemfilter list.

Be more informative to the user about errors during load. Do not try to run other files if a load-time error happens, as it only generates cascading noise.
